这说明你们的数据库可能处于正在关闭过程中。比如数据库正在运行shutdown命令，但又有用户一直在连着数据库。则此时数据库不允许新的连接，等已有的连接断开后数据库关闭。

解决办法：

1.sqlplus   scott/tiger   as   sysdba;   以管理员登陆
2.shutdown   abort;                              终止数据库
3.startup   mount;                                  启动实例挂载数据库但不打开
4.alter   database   open                     更改数据库到open状态

 

在Oracle10g中，log_archive_start参数已经被废弃，只要启动数据库的归档模式，Oracle就会启用自动归档，从而避免了10g以前由于用户疏忽所带来的一系列问题。
