如果要停止其它用户的JOB（dbms_job)，报以上的错可以换下面方式处理

SQL> exec dbms_ijob.broken(8219,true);

 PL/SQL procedure successfully completed.

 SQL> 
 SQL> commit;

 Commit complete.
